The steps sit at the entrance of the town.  Red rails have been added to it since I lived there. 
Plus you see a concrete drainage on the hill.  Children use to sled down the hill on Palm Fronds there. 
Also riding your bike down the drainage areas on the side of the steps was more fun than walking your bike up it.
